Catherine Reaves 

Chief Policy Officer  

Catherine Reaves serves as Chief Policy Officer for the Alabama Port Authority, overseeing policy coordination, government affairs, and board governance as the Port advances its long-term strategy and statewide mission. She plays a central role in connecting executive leadership, the Port Authority Board of Directors, and public-sector stakeholders to ensure effective governance, regulatory alignment, and disciplined execution as the Port’s scope and statewide impact continue to expand.

Catherine began her career in Mobile as a judicial law clerk in the Mobile County Circuit Court before transitioning into government relations and public policy. She went on to serve as District Administrator for the Mobile County Commission and later as Associate Director of Governmental Relations at the University of South Alabama, coordinating advocacy efforts at the federal, state, and local levels. She joined the Alabama Port Authority in 2022 and has played a pivotal role in advancing policy initiatives, supporting major infrastructure investments, and elevating awareness of the Port’s statewide impact.

She holds a Juris Doctor from Samford University’s Cumberland School of Law and a bachelor’s degree in public administration from Auburn University. Originally from the Montgomery area, Catherine relocated to Mobile in 2016 and remains actively involved in the community through service on numerous civic and nonprofit boards across the state. She and her husband, Brock, are the proud parents of three children.
